Approve or decline a client's order

When a client sends an order, it appears in Approvals waiting on This Week (admins also get an email — with no client details in it, just a link).

• The order is already inside their allowance and diet rules — the app enforced them while they shopped. Its dollars are reserved the moment it's sent, so nothing can double-spend while it waits.
• Approve (one tap) sends it into the normal pipeline: vendor confirms → delivers → photo proof → billing, automatically.
• Decline asks you for a short, kind note — the client sees it in their app ("The store is closed next week — let's pick different items together").

Vendors never see an order until you've approved it.
